Regulatory position. Starry Technologies is an information technology company. We design, build, integrate and maintain software for merchants and for licensed payment service providers. We do not acquire merchants for payment card schemes, do not operate a payment system, and at no point do we receive, hold, control, transmit or settle funds belonging to merchants or their customers. All payment processing and settlement is performed exclusively by our licensed partners under their own approvals from Bank Negara Malaysia.

We assess the merchant's systems and the technical requirements of the licensed provider they have chosen, then produce an integration design and timeline.
We develop the integration, run sandbox and certification testing with the provider, and complete user acceptance testing with the merchant.
After go-live we monitor the integration, resolve technical incidents, and maintain compatibility as provider APIs evolve.
Every merchant we serve contracts directly with a licensed payment service provider — approved by Bank Negara Malaysia for domestic flows, or licensed in the relevant jurisdiction for cross-border flows. Our role is the technical connection to that provider.

Personal data is processed in line with the Personal Data Protection Act 2010, with role-based access, encryption in transit and at rest, and defined retention periods.
Our implementations use the licensed provider's hosted fields or hosted checkout so that cardholder data is captured by the provider. We minimise our exposure to sensitive payment data by design.
Our merchant agreements are technology service agreements. The payment relationship is contracted separately and directly between the merchant and the licensed provider.

The company was established to serve ecommerce merchants directly: building the software, integrations and technical operations they need in order to work with licensed payment providers. Our engineering, support and account teams are based in Malaysia, led by people with more than ten years in payment technology.
We deliberately keep our business model narrow. We are paid for technology — implementation projects, software licensing, and ongoing support — on transparent, fixed commercial terms that are independent of the value of any transaction.
